UAE Mainland Company Setup
A mainland license, also known as an onshore license, enables investors and business owners to conduct commercial activities throughout the UAE as well as internationally, without geographical restrictions. In Dubai, these licenses are issued and regulated by the Department of Economy and Tourism (DET), formerly known as the Department of Economic Development (DED).
Following the amendments to the UAE Commercial Companies Law in 2021, foreign investors can generally establish mainland companies in Dubai with 100% foreign ownership, subject to the applicable business activity and regulatory requirements.
For certain business activities, however, the appointment of a Local Service Agent (LSA) may still be required. Whether an LSA is necessary depends on the nature and licensing requirements of the specific activity.
A Local Service Agent does not hold any ownership or equity interest in the company. Instead, where required, the agent acts as the company’s representative for specified administrative and government-related matters, while ownership and control remain with the foreign investor(s).
